suggest that where it is necessary to recruit a candidate without previous experience he should be appointed on a non-incremental salary of $720 a month on a three year agreement. After he had obtained the necessary experience locally, he could if his services were satisfactory enter the time scale at $800 a month and be allowed to proceed to $840 a month the following year. His service on agreement would be allowed to count for pension purposes. Such an arrangement would not prejudice the relationship between Assistant Masters and Masters recommended by the Commission and might meet your difficulty in finding overseas candidates of the age and experience required. Credit for approved experience over the age of 25 would be granted on the basis proposed in your circular despatch of 21st August,1947, to which I hope to reply in greater detail in the near future.

After careful consideration I recommend that the scales proposed by the Commission for Senior Masters and Senior Mistresses should be discarded and that the time scale for Masters should be extended to a maximum of $1540 a month, and that for mistresses to a maximum of $1240 a month. This will bring the maximum into line with the maxima approved for other professional officers such as Engineers, Surveyors, Professional Assistants at the Observatory, etc., I consider that the grade of Senior Master or Senior Mistress could with advantage be dispensed with, as soon as the present holders retire or are promoted. The tendency in the past was for this grade to become the asylum of officers of long service who were unfitted for promotion to a Principalship or an Inspectorship. I recommend that the present holders of these posts should be given salaries of $1600 a month in the case of Senior Masters and $1280 a month in the case of Senior Mistresses.

If the grade of Senior Master and Mistress is discontinued, the maxima of the scales for Inspectors of Vernacular Schools and Toman Inspectors of Vernacular Schools should be reduced to $1540 a month and $1240 a month respectively.
